Media Owner Onboarding
This page describes the end-to-end onboarding process for Media Owners (Publishers) who wish to monetise political and issue-based advertising through the grXchange platform, in full compliance with EU Regulation 2024/900.
The process is designed to require minimal effort from your side. We manage the regulatory setup, transparency layer, and ongoing compliance - so you can focus on monetisation.
You don't need to become a compliance expert. Our team handles the regulatory heavy-lifting, documentation, and EU authority communications on your behalf.

Detailed Process
01 - Initial Qualification
You receive a brief for a political or issue-based campaign.
Simply share with us:
- Brand / political entity / agency
- Campaign timeline
- Estimated impressions
- Desired ad placements
02 - One-off Partnership Agreement
We send a digital agreement via Conga for electronic signature.
This one-off agreement covers:
- All political & issue-based campaigns
- Use of grXchange ad serving
- Roles & compliance responsibilities
Without a signed agreement, no campaign setup will proceed. This ensures full legal clarity for both parties.
03 - Political Advertising Declaration
For each campaign, your client completes an online declaration form collecting all legally required information:
- Sponsor identity & legal form
- Contact details
- Campaign character (political / issue-based)
- Target countries
- Display period
Data handling: All data is transmitted to relevant EU authorities in structured format (JSON) where required, and archived for 7 years (audit-ready).
04 - Technical Setup
Political campaigns are NOT served through Google Ad Manager - this is restricted by Google's own policy.
What's required from your side:
- Place the grXchange ad tag directly on your pages
- Choose the placements yourself
Fallback option: When no political campaign is active, traffic can return to GAM if you prefer.
No manual creative labelling is required from the Publisher. All labelling is automated.
05 - Campaign Setup
Once we receive the signed agreement, completed declaration form, and creatives with media plan, we handle the full setup:
- Campaign configuration in grXchange ad server
- Activation of the transparency layer
- Automated and uniform political labelling for end users
- Transparency notices per EU Regulation 2024/900
- Complaint handling mechanism
06 - Go Live
Campaign is activated through grXchange.
You receive real-time reporting access from day one.
07 - During Campaign
Our team continuously manages:
- User complaint handling (where required)
- Transparency compliance monitoring
- Delivery pacing oversight
08 - Post-Campaign
Everything is archived for 7 years:
- Political advertising declarations
- All creatives
- Delivery reports
Fully audit-ready and compliant with EU data retention requirements.
